Five-time U.S. women's winner Irina Krush has the record for becoming a master at age 12.
Maybe there are chances of her becoming women´s world champion, but she is not the only girl with a high rating (and sadly she only has around 51 FIDE rated games, that will explain her 1711 rating, and it doesn´t help to make comparisons with her peers).
As of becoming world champion, there are kids with higher ratings.

You are absolutely correct about that. For that matter, less opportunity than almost any European child player.
Most Europen countries are the size if individual states in the US. Germany is smaller than Montana. France is smaller than Texas. Italy is about the same size as Arizona.
The ex-Soviet bloc countries still maintain their state support for the game.

All kidding aside she is very talented and at 2131 she's actually much better than her rating if she defeated a GM, she is the next generation's Judit Polgar!
It's also a safe bet that she's a prodigy and genius.
