Whoever it was will be back within a few minutes with a shiny fresh account to cheat again. Rinse and repeat.
It's impossible to get a direct correlation between the new account and the old account. You can get an idea from the account name, email, IP address, but those aren't definitive. Basically new accounts get treated as a new account, and if they start cheating they get closed.
A new account is more likely to be a cheater than an older one, but it's still at low enough levels as to be fine. I do wish Chess.com would introduce additional filter options for your seeks, which would help people avoid cheaters if they really wanted to, like:
- Premium members only - although with free premium trial, not always the best indicator in and of itself
- Minimum age of account - even if it was a bunch of presets, like 30 days, 90 days, 1 year
- Minimum League - so only people Silver League and above, that sort of thing
I dunno if Chess.com is afraid of how those things would affect the playing pool, or whether they can't do additional filters without massively slowing down every game seek unless they introduce some major technical changes to the way game seeks are handled or what. It's just something they've ignored.

If they were actually concerned about knowing whether cheating is prevalent they would give a test group of capable players the ability to "smart" cheat at different elo levels and see what they caught. They know the answer would be nothing at low elo, so they don't do such expirements.
Also, chess.com mods are propagandists and authoritarians so this is going to get shutdown soon.

Cause your breaking terms of service by taking about cheating talking about cheating in forums is against the rules it either has to be in some form of club or private messaging it helps stem a good chunk of the accusations )

I don't think you're right. I've played four or five people banned for fair play and I'm only a 700.

And most people who disagree aren't bots actually they just disagree it's like saying "anyone who disagrees with me is a bot " therefore only my opinion is right which is not a good way to think about it

Most people at your level don't cheat but a few do try not to worry about it even if you get cheated occasionally focus on getting better(even if it requires losing a lot ) maybe you'll start to win more once you start learning how to beaty your opponents just focus on learning from your mistakes
