Mandatory notation has changed several times.
Definition of dead position is different in the USA from the rest of the world.
There have been attempts for stalemate = win and for no castling chess.
The most important change IMHO would be to make repetition of a position a loss.

If anyone wants to play chess with different rules they are free to do that. In fact there are lots of people playing variants on chess.com. For example on the custom game menu you can choose a different stalemate rule or get rid of en passant.

That's a chess variant that doesn't seem quite stable to play.
