chess books on pdf

On android there is a program called "chess book" which allows to read chess books in pdf format, while having the chessboard on the side for following the moves.

Is there any similar software for PC?

If you are talking about a PC computer, sure.  Adobe Reader is free and reads PDF files.  I wouldn't call a smart phone a PC, but from the context of your post I assume you mean a smart phone with PC operating system?  Most likely there is a Reader app available for that as well.

He means a standard PC, and is asking whether there is software that includes both the ability to view the PDF and also a chessboard so that one can move the pieces on the board while reading the PDF.

I don't know the answer, but I don't see what the problem is with having something like Adobe reader open on the left side of the screen, and something like Scid or Chessbase open on the right side of the screen. That seems to provide the desired functionality, and that's what I do when reading a PDF.

Another possibility is to cut and paste the game (assuming algebraic notation which unfortunately many PDF books are not) into the GUI as a PGN and work from there.  I use two monitors so using separate windows and screens is no problem, but on one monitor, using tabs instantly switches back and forth.
