Most of players are of low level. So, if U really wanna promote something, U should take this into account.

Your chief complaint isn't clear to me. What do derivative chess formats--which I take to mean 960, etc.)--have to do with whether chess.com uses a Swiss system tournament format or round robin/elimination formats? When you say chess.com's "new tournament format", hasn't chess.com been using its format for at least a year? And what is wrong with a chess site offering alternatives to classical chess?
I'm not sure what the management of Chess.com is doing with the new tournament format. Swiss System Tournaments were the backbone of Chess.com and tournament chess in the real world. Now, derivative chess formats proliferate and they are really not chess at all.
Chess.com, in my opinion, has gone down the wrong path. There are other chess sites that are more active and better organized than Chess.com and they are FREE!
I know there are many opposing opinions but I managed and sat on the Board of Governors for 5 years of the most famous chess club in the USA. My association with dozens of GMs and IMs all agree that derivative chess ranks low in their opinion.
