He knew that he would get checkmated the next move, so he wasted 8 minutes until he got a timeout. Instead he could have just resigned or moved. Please look into this issue and take the matters into your own hands.
The system automatically tracks that an players that do it too often get restricted.
You can also report them directly to staff but please don't publicly report them.
