It means that there is no guaranteed win, because there is so many possible moves there is never a guaranteed win from the start of the game. However, there is something called a tablebase which I think is able to solve chess and guarantee a win when there are 7 or less pieces left on the board.

Yeah the memory for just the 7 moves is something like 100 terabytes it's going to be centuries yet until chess is solved. Unless we get some huge advancement in quantum computing.
What does it mean by chess is not solved? Didn’t we solve it when we checkmate?
