From my analysis of this.
I’m assuming it’s white’s turn.
The top rook should move two spaces to the right. Then the black king has two choices; he could move in the up-left diagonal.
If white is careful to avoid accidentally causing a stalemate, white will win after more than two moves.
The “mate in 2” is when the black king chooses to move in the down-left diagonal, then white’s best move is to move the lower bishop to the up-left diagonal; this results in a checkmate.
While it is possible for white to checkmate black in two moves, it is not guaranteed.
