Is minimum rating for a FIDE master for instance, higher than that for a USCF master?

I think that's right tonydal.  In the USCF when you get to 2200, congratulations, you're a National Master.  In FIDE, which is the international rating, you're a candidate (CM) for the FIDE Master (FM) title. 

Because it's a title I don't think you get your certificate until you've paid them money and sent them your standings (I'm actually not sure on the specifics).  Where as in the USCF you get it as soon as your rating breaks 2199.

I usually associate a minimum rating of 2300 with the FM title, but apparently that's not the only way to get it.  In fact a player can be rated 2350 and still be a CM (candidate master).  So I'm not sure.  I don't have the patience to navigate FIDE's handbook when I'm 500 or so points away from having to worry about such a thing.  I'm sure it costs you $200 anyway.
