Chess Puzzle Rating „too high“ - pun intended

I don’t know how to feel about getting Mate in 1 Puzzles on a Puzzle-Rating around 2000 and yet in actuality being like 1100 rated, knowing that players with a rating of 2000 are very well able to solve tactics I can’t even dream of. There is a discrepancy in this, false hope produced and I honestly feel like the Puzzle ratings should be more in line with each player’s actual strength.

How do you guys feel about this?

The main problem about puzzles is that you know there is something in a position. That's going to be a rating boost, in and of itself. You don't have that information in a real game, so you have to be able to recognize it and calculate in positions to find tactical opportunities.

You are absolutely right! That voids my whole suggestion - that brings me to a new Idea though:

How about a Puzzle Trainer, where there might be a Tactic but does not have to -> so we can train our tactics antenna. And in  positions where there is no tactic, any good move wins (or perhaps mix in some positional puzzles).

I can't understand this puzzle

Can't the King cover the check by rook?

Yes, but then white loses the queen and mate follows later, though that's not super obvious.
