FIDE grants some titles (like CM or FM) to winners of certain junior chess tournaments.
So that player likely earned her title by winning her division in a tournament. Perhaps the Under-8 division.

In some tournaments, yes.
When Praggnanandhaa won the World Under-8 Chess Championship a few years ago, for example, it earned him an 1800 FIDE rating, and a FIDE Master title.
(He's now a 2600+ GM ...)

It's not even that uncommon. My search shows 9 CMs rated 1200 or less.

For anyone wondering, they're called "automatic" (or "direct") titles.
They encourage future participation in the sport from those who attain them.
They also encourage more young players to compete, as the top prize(s) for such tournaments include the allure of a respectable FIDE title.

I was very curious how an 1100 can be an Candidate Master. What exactly is the criteria?
