The definitions are distinct and mean different things. They do have the underlying idea that in both cases you are forcing a piece to a square.
These definitions (and others) are just one way of organizing tactical ideas. However, they continue to be used because many people find them helpful.
Is Coercion and Deflection tactics essentially the same thing. I'm reading their definitions on chess tempo and chess.com and they seem to be the same thing to me.
