Counter measures for blitz trolls

What about just implementing a simple remedy to people who leave others hanging on the clock...?

I have some ideas:

If a live chess player abandons a game or leaves another player hanging for more than some fraction of the total game time, letting the game expire, and does so n times withing a 24 hour period, then every time they do that again (until 24 hours since the last time they do it), they cede twice as many points to the other player?

Or maybe give the troll a badge of bastard that is visible to all at the beginning of a blitz game so people can abort before getting trolled, only don't let the troll see the badge so they aren't inclined to get a new handle.

Just some preliminary thoughts, because I think it's really outrageous and inappropriate, when you nab some troll's queen or something, then have to put chess on hold for 7 minutes because they're being an @$$#0!& about it.  It just isn't fair.  People are here to play speed chess for a reason. So they can play a good game quickly and move straight along to another.  Not to twiddle their thumbs because their sore losing infantile opponent is throwing a tantrum.

Easy,

If they clock squat intentionally don't play them again.

That's absurd.  There are too many of them to have to endure all of them only to learn after it's too late.
