Yes. This is called a stalemate and the result of the game is a draw.
If you could somehow find a way to get into this position, then I will say yes.
I would be impressed if you could get INTO that position :D

If the same heavy chessboard falls on a player and no one hears it, does it still win even after declaring checkmate?
