Difference between a CM and NM title ?

To achieve CM title you need 2200Elo rating , which is FIDE points.

To achieve NM title you need 2200Elo rating, which is USCF points = 2100Elo FIDE !

So I'm just confused. , does that mean NM is not a title? I mean FIDE doesn't recognize it, so it's just a local American "thing", "title" ?

With a rating 2200Elo FIDE you become Candidate Masters, what about 2100 Elo rating FIDE ? There's no titles for it , so..... NM is not recognized world wide? Is that it?

I'm not trying to offend anyone I'm just curious. .....

Also my second question is :

National Master , people with this titles calling themselves a master's !? Why ?

Master is FM = 2300Elo FIDE , CM =2200Elo rating just a Candidate Masters , which means close to a master, but not a master yet .

So why on youtube in American videos I often hear he's a master he's a master or master playing and then his rating 2100Elo FIDE (NM title) . How can you call your self a master if you are not EVEN a Candidate for masters !? I'm really confused with all this scenario.

In Russia it's very simple if someone says I'm a master, means FM or just a Candidate for masters 2200Elo FIDE, that's it.

Pure and simple you either master, candidate or just an expert 2000-2199Elo rating FIDE .

In some countries NM exist, in others not. I think the national title exists in Portugal for example, but not here. A teammate of mine is a 2235 FIDE (peak rating 2265) and he's untitled. He could apply for CM if I'm not wrong, but it is not automatic.

I am an NM in both USA ( USCF rating ) and Portugal ( FIDE rating ) , I am qualified for the FIDE title of CM but have no desire to pay for it .
