Different time control rating mismatch

I noticed lot's of people, probably like 95 % of all people on chessdotcom have much higher rapid rating compared to blitz and bullet especially, me included. But who really are these remaining 5 %.

Just played a guy, 1000 rapid, lost 50 rapid rating in the past month so he is even going down, but he is 1400 bullet just like me, but then I am 1900 rapid. We played a game, within mere seconds he just totally crushed me in a flawless perfect game. But how is this guy 1000 rapid. I mean, if you are this precise, how do you suddenly become so bad at chess when given extra time.

Genuine question, are these accounts even people? Isn't it a sign of cheating? This is like the weirdest thing around here that doesn't give any sense.

Any explanation?

As to me. I am 2100+ in a daily chess, but only 1800 + in rapid and even less in blitz. It is not due to my chaeting in a daily chess, but because I am 81 and do not think so fast. But somebody can think I am cheating in a daily chess.
