Divisions and League

I have a question about Leagues and Divisions.

Does your league or division have any determination at all for the opponents you play against? 

I have been playing the game going on for 2 years now, and I embarrassingly am not getting any better at the game... like at all. It statistically doesn't make any sense. I practice my puzzles daily but I am losing so badly against my opponents that are similar rating. When I started I had no idea how the pieces even move... I did ALL the chess.com lessons and started playing and I feel like I use to be better somehow? And then I got really caught up into trying to get into higher and higher divisions and now I have made it to Legend division... but I am losing so badly. 

Do I have an equal chance to be matched against an opponent in wood league? Or is it prioritizing higher leagues for me? It is a real problem for me that I'm no progressing at the game at all. I'm putting a lot of effort into learning the game and I'm just simply not getting anywhere. 

I recently switched over to Lichess because I couldn't handle not progressing anymore. I'm almost 1200 on Lichess... I've been steadily going up. I like chess.com more... but I don't think I can keep playing here if I'm just not going to ever get any better with my rating. Maybe it's something I did, like maybe I'm not searching for opponents that are high enough ratings. I have it set for -50 +50 but maybe I need to go higher? Maybe its because I'm only facing other sweaties that made it to Legend league?? 

Whatever it is, SOMETHING is going on and just wanted to let people know. I know ratings are inflated a little on Lichess, but I don't think it's inflated by over 600 rating and I'm still progressing... so if ur finding yourself in a situation like mine where ur just hardstuck at 400 rating I would recommend switching sites until they figure whats going on.. or maybe it is just me and someone can tell me what I've done. 

please, look over some of my games if you really think I'm 400 rating and that I should be a players starting point... because I literally haven't progressed in almost 2 years. At all. Ive put hours and hours into studying and playing lol I'm just not going to play on chess.com anymore if this is how it is going to be.

Acknowledge there is an issue, please.  

Leagues have no impact on pairings.

As for other sites, they start players at different ratings and ratings can be a lot higher than here.

LEAGUES HAVE NO IMPACT? That is BS.League variates according to chess.com, on how MUCH you play.
Are you telling me the "time spent" variable does not matter how hard a player tries to win? or the effort he puts into each game?
I have deactivated leagues and games seem to be more varied.
I am not always PLAYING AGAINST A DUDE WHO PLAYS 10+ GAMES a DAY LIKE ME
