Do chess cheaters deserve a second chance?

With all this situation in the Vishy's simul, I started to think about this. Do chess cheaters deserve a second chance? Like the cheaters that get caught here. In my opinion yes, if the person really regrets what was done, but I think there's a massive difference between cheating in a random website than cheating in a big event, I mean, why would you do that? Look where you managed to get, not only about this recente situation but other ones in the past. In this second situation, I don't really know if you should have a second chance, because the situation is very serious and probably, cheating will influence a lot of things, but everyone deserves a second chance after all? What are your thoughts?

Tarring and feathering is a form of public torture and punishment used to enforce unofficial justice or revenge. It was used in feudal Europe and its colonies in the early modern period, as well as the early American frontier, mostly as a type of mob vengeance.
