Yes if you get 100% that means you solved it the fastest or tied for the fastest time. It basically works like the percentile for your game ratings. 

Thanks, I thought it was like this, just didn't find any explanation about the whole story. By the way, yesterday I went to bed only at 3 in the morning, as I wanted to reach 1500 in tactics (I was almost 1600, but somehow I lost the confidence in solving problems). Today I tried again and won 100 points more. 

Somehow I am re-learning how to think in TT. Let's see if I can do the same in my games.
