Simply put, yes he does, you don't become #1 without any "talent".
Hmmm... I think he is always lucky. That is all. With a bit of luck you can also get to 28 hundred 
& he's bad to the bone at rock, paper, scissors.
Carlsen has devoted most of his life too chess to acheive his greatness. The thing is out of all the people who devoted their lives too chess he is the best. That could be considered either talent, or a superior training regimen.
