Does USCF use Published Rating or Live Rating

Does USCF use published rating or live rating in their calculations? Let's say I beat someone in a tournament who's published rating at the beginning of July was 1550, but he played in 2 tournaments already this month and his live rating is 1600. Which number does USCF use to calculate my new rating?

Also, on a related note, if they use the live rating, do they recalculate after every single game? Or does your live rating that you enter the tournament with remain the same during the whole tournament for calculation purposes?

I would think they would use the live rating. Events are submitted and rated and the ratings assigned are used for any subsequently submitted events.  

I don't believe that any tournaments are rated after every game, yet. (It may certainly happen at some point in the future.)

Published rating. I'm assuming you are referring to OTB tournaments. USCF publishes ratings monthly and typically the TD downloads a copy of the database with players membership status and ratings before a tournament begins. When in doubt ask the TD if his rating list is current. For purposes of future ratings the ratings are calculated in the same sequence the games were played. You won't be impacted by the original rating if your opponent has played several games during the month.

Published rating are used for paring purposes. The actual rating of the event uses the live ratings.
