When does it happen?
Diakonia

When 1 player runs out of time, and the other player doesnt have enough material to win.

In your last game, your opponent ran out of time. Because you don't have enough material(lone king) you can't checkmate him, so it's a draw.

Why did I not get the win though? Since he ran out of time...is it just a rule?

Lame. He ran out of time, but the result was a draw for insufficient material!? Lame.

Yes its a draw.

If one player runs out of time, and the other doesnt have the material to mate, its a draw.

In my case, the opponent ran out of time, but I had plenty of material and closing in on checkmate. It's ok. I'm over it.

Your opponent ran out of time and you had insufficient material to mate by the site's insufficient material rule. The site only looks at the material of the player with time on the clock. Since you had only a bishop, it was a draw.
