If he has a rating and is member of the KNSB he should be banned for life. It's bad enough there is 'ME' (dutch crowd-control police) at soccer-games, please don't let hem be needed on chess-tournaments.

Maybe he should be forced to join Team Mjölnir on chess.com? That would be punishment enough.

@wafflemaster: Nice video, it's very funny how the guy pronounces the names of the Dutch provinces. By the way, those hearts on the flag of Friesland are actually leaves of a waterlily.
As for the OP, it sounds like this man had a lot more frustrations than just this chess game. I don't know the penalty for hitting someone with a glass like that, but I think those things should have consequences besides being banned from a specific chess tournament.

I recall that when I was playing in the 1974 Canadian Open in Montreal, something similar happened:
On a board near mine, one of the players blundered his Queen away quite early in the game. He resigned immediately, stopped the clock and left the playing hall. His victorious opponent signed the score-sheets, spent a few minutes looking at the on-going games on nearby boards, and then headed for the exit. As he reached the door, his opponent jumped out from behind a big potted plant, kicked him in the nuts, and ran away. The police were summoned, spent a few minutes interviewing the player and the tournament organizers, and then settled down to wait. Sure enough, as the time for the next round approached, the assailant returned to the playing hall for his next-round game. He was arrested and dragged off by the police.

It was the fact that he showed up for his next round game that struck me as funny.

That is actually funny as well; what was he thinking, "ah, it was a nut-kick, he'll forgive me, right?"

I remember one time when I was at a Scholastics tournament in Arizona; my friend hadlost badly at this tournament, and so we went and tore down all of their "Homophobia is Gay" posters....Nothing compared to kicking someone in his "connected-passed pawns" but it does relate to Winerkleiner's saying of never piss off a Chess player! Now that I think about it, it is almost more embarrassing to post that story than to have said nothing at all, but alas, it is what it is.

I always say everyone should enjoy the game of chess in their own way, however a fellow Dutch guy changed my mind.
Since I allready translated the article for my group (Team Mjölnir please join if you are fun, stay away if you are an unpleasant person)
I might as well post it here.
AMSTERDAM - A Chessplayer from Son en Breugel is attacked by his opponent.
His opponent, a man from Tilburg, was a poor loser and hit him several times with a glass on the head. As a result he lost his conciousness for a while. According to a report from Omroep Brabant.
The male from Tilburg acused the victim of unsportsmanlike conduct during their game in the Berkel-Enschot chess tournament. The arbiter however decided the game should continue.
Immidiate after the game finished, the inhabitant of Tilburg went beserk. He jumped on his opponents neck and hit him on the head with a glass. The victum was transported to a hospital and stayed for observation. The perpetrator fleed the scene.
The tournament organisation comitee, stated to be startled by the incident. The inhabitant of Tilburg won't be allowed in future editions of the tournament

Personally I don't think the only mentioned penalty "The inhabitant of Tilburg won't be allowed in future editions of the tournament" is severe enough.
What do you say we should do to that guy? 10 year no play pennalty, jail, Tar and feathers?
