The possibility I think of is that they got the CM title, but then had few bad tournaments and lost a ton of rating.
If you mean 1700 on chess.com, then that's easy. The two ratings are not dependent on each other.
Granted, but you surely wouldn't expect a FIDE CM to be rated 1700 on this site, and I have seen numerous CM's well below 2000; I've even beaten one once and I'm just a patzer.
Wikipedia defines CM as "Similar to FM, but with a FIDE Rating of at least 2200."
