Can't say for sure this is what happened but from the ICCF Congress 2012:
When one's opponent has exceeded the time limit, a player should send a claim to the Tournament Director using the email option of the webserver. If no claim is received after 40 calendar days (Leave not counted) the game may be scored as a double default (0-0).
I would say that both players didn't show up, but the game is online.
I see there is a D, which the site says stands for default. I don't think it's anyone cheating, unless both players did. Maybe they adjourned the game but didn't get to finish it? Or maybe they didn't count it because they could be related?
I would guess due to the length ofthe game, that there just was simply not enough time in the tournament to finish it. They most likely used increment, and theoretcly, it could take forever (although the 50 move rule or 3 move rep prevents this).
