Well, all you have to do is find an over the board FIDE tournament.
The minimum published rating is 1000.
You only have to beat Grandmasters to qualify for the Grandmaster title. You don't need to worry about it any time soon.

From memory a FIDE rating requires you play at least 3 FIDE rated players, and score at least 1 point, and they can't all be from the same country (or something like that).
If you play in a FIDE tournament without meeting those requirements then you're still unrated.

Since his flag says Serbia, a trip to the United States just to get a USCF rating is probably not what he has in mind.

Getting a rating is not the same thing as getting a title.
In order to get a TITLE (such as International Master, or Grandmaster) you need to compete in face-to-face over-the-board tournaments against other titled players, and score enough points against them to earn your title.
FIDE , French for Federation Internationale de Eschec, excusem moi, ma francais est terrible! in English, International Federation of Chess. To get a FIDE rating, you must play FIDE rated tournaments, in either USA, or other international location; it is similar to USCF. In USCF, you must be member of USCF, and you play 25 rated games to obtain an "ESTABLISHED" rating; during your first 25 games, your rating is "PROVISIONAL". Meaning, they don't really know, they pick a starting point; and your rating is a function of how you perform against other rated players. FIDE is similar, but I can't provide the specific details where they differ. To obtain TITLES, you must earn "NORMS"; a norm typically being playing at 80 % or higher winning percentage when for that title the expected winning percentage is 50%; in other words, playing much higher than your rating would predict. Typically, to earn a title, you must earn 5 norms, i.e., have 5 outstanding tournament performances wherein you earned the norm, and after 5, you are awarded the title. Title's are more indicative of skill and knowledge, for they indicate sustained levels of performance excellence. Ratings are indicative, but may be inaccurate, most especially for the rapidly improving player. Merry Christmas.

I don't think it's too much of a stretch to suggest that somebody with a 972 blitz rating here doesn't need to worry about beating Grandmasters anytime soon. It's not meant as an insult. He was misinformed.
I can see you have nothing to worry about either.

I'm gonna go out on a limb, and presume the next question is going to be: "Can i becomes a grand master?"
More info: I am currently playing in a FIDE OTB tournament; according to the TD, one needs 9 FIDE rated tournament games to obtain a FIDE rating; AND, one must score, i.e., obtain at least a draw in a game; you get no rating if you lose all your games. And even though this tournament is FIDE rated, many of the players are FIDE unrated, which doesn't help. Around here, many tournaments are FIDE rated, but only for the open section typically, which I'm not in.
Just play a rated game here against anyone and when it's over you will have a rating.
