What percentile of fide 1600 rated player?

I found the lowest rated FIDE player I could, and it says on their FIDE care they're number 309510 in the world.

 

Then I found a 1604 rated player and  it says they're 195522 in the world.

Yes, but this gives how close he is to being the worst, not the best. So actually he is at 100-63% = 37%.

Oh, and of course you'd subtract that from 1.

So seems like approximately 37th percentile.

By the way I couldn't find someone lower than 1047. I think you have to be at least 1000 to have a FIDE rating (?)

I found some people who seemed to have lower ratings e.g. at a tournament, but then they didn't show up when I looked for them on FIDE.
