Levy is incredibly far away from being a GM. It isn't literally impossible, but yeah, it's pretty much impossible.
He is lucky that titles are permanent, otherwise he wouldn't even be an IM. To get the IM title you need 2400 FIDE rating, and he's only 2322 now. To get the GM title, you need 2500, not to mention the GM norms.
