He/She is a good player! What does it mean?

Ok so what I'm asking here is what does it mean to YOU personally, when someone says he/she is a good player, what is the first thing you think of ? What does it mean to you? How do you picture it, when someone says that or introduces you to somebody.

In real life if someone who i didnt know plays chess say they are good at chess, I think they are cocky, and when I challenge them they lose from too many blunders and no real strategy.
If someone online (not on Chess.com) tells me they are good at chess, usually they're 2,000+ so it means they love the game. Purely my experience though.

S/He understands chess very well, knows how to punish the mistakes made by her/his opponents , knows how to recognize the correct plan and execute it, is tactically strong, etc.

Just one thing I have to correct, we talk about real life situations, someone you don't know or know, but nothing about their chess skills what so ever. Not online

It's just the situation. If a GM knows my rating, and introduces me to a "good" player it depends on the context. It could mean:

 - Good compared to me, so maybe a few 100 points higher.
 - Good for the tournament we're in or have been talking about etc., so would place 3rd, 2nd, or 1st lets say.
 - Good for the tournaments the GM usually plays in, or someone the GM personally respects, so 2600 or 2700.

 - Good for the circle of people listening in. So somewhere between average and a few 100 points higher.

Like other conversational interactions, lots of little things help you make that determination. Of course if you're still unsure, you'd just ask.

Or lets say it's a beginner kids camp and we're working around a bunch of kids rated under 1000. Same sort of thing

 - Good vs the other kids, maybe 1200
 - Good vs the best kids in their age group, 1500, 1800, 2000 etc

I remembered Tarrasch's quote: "being a good player isn't enough, besides you must play well".

Players 200 points higher than me I see as good. -200 to 200 range for me is "my level"/decent. And -200 players under me are "bad". (OTB). But I still get troubling positions against players 400 under me, and sometimes feel I easily win against 200 points higher rated than me, so I usually don't go so high into that. Just play them and determine self out from their playing stile if they're good, not rating.
