1) No
2) Gary Kasparov (Judit Polgar is the highest-rated female player in history)
I doubt anyone will break the 3000 limit anytime soon.
Correct me if I'm wrong-> I thought a rating of 3000 was the limit.
There is no upper limit on OTB or On Line chess ratings. I have seen online chess ratings exceed 4000! This of course should not be taken seriously. On line ratings leave a lot to be desired.

4000? thats stronger than any chess playing engine im sure. I can understand online ratings being 3000 though. Generally these are blitz ratings even bullet ratings so some people could play hundreds of games per pay, so higher than usual grades are understandable.
i reached 2700 in bullet chess, i don't even dream with a FIDE ELO like that.
i think the record was 2850+ made by Kasparov, i don't really know..
So, why do you have 1128 in your profile here?
I was wondering, is there a limit as to how high an individual players rating can be? Also, I would like to know who had the highest ever chess rating in history.
