He probably wants the GM title, and doesn't care about any other title.
How can a 2518 rated player avoid being titled?

Probably mostly plays for his home country with their federation, and hasn't played enough FIDE tournmanets to get a GM norm.
Alexandr Predke is a 21 year old Russian player, rated 2518 ( rapid 2595 ! ) and has no title.
I wonder how such a high rated player can avoid obtaining a title.
