How can people have played 10,000+ games of bullet chess and be rated so low?

I sometimes come across these sorts of players when I play bullet. They have like 8000 games won and 8000 games lost, played a few hundred in blitz and like 2 games of standard and their bullet rating is still less than 1100.

How can people be so low rated after playing that much chess? Do they literally just playing bullet chess and have never studied any tactics or anything? Is it because they don't actually want to get better and are content on just playing bullet at the same level over and over again? I can't get my head around it.

If they just play bullet they won't improve.

bullet games don't encourage learning. more just repetition of what you're doing. That's why i play 15 | 10

That's simply a matter of quality versus quantity

You have to play standard and correspondance to get better-----blitz alone will not do it.
