How do 85% of people have lower ratings than me but by rating is considered average/weak?

In rapid chess I am a 1175. In my stats it tells me that I'm in the 85th percentile, meaning that 85% of people have lower ratings than me. In the chess community, my rating is considered weak.
I understand that most of the people below me are just casual players that don't really practice the game, but 85%???? Something just seems off if the starting rating of 1200 for a brand new chess.com account is better than 85% of players. Why would they start accounts so high?
