To earn the IM title, a player must normally have an established FIDE rating of 2400. However, players must also prove their strength by having sufficiently strong results in (normally) three tournaments against very strong competition.

You get a FIDE rating by playing in FIDE rated events. You can only get titles by playing in OTB FIDE regular rated events. Most rated events will have entry fees and depending on where you live, you may have to travel to meet some of requirements for IM/GM norms, in addition to needing to be a very strong player.
Applying for the title also costs money, so if your national federation doesn't pay for it, that would be an additional cost.

No, that's only an approximation. Usually also way too high. As Martin said, you need to play in over the board tournaments to get a rating
