how do I know if someone is cheating?

I play chess on telegram with other people and 1 user is very good and I'm the 3rd person to suspect him of cheating with the other 2 not willing to play him. telegram chess won't register if he's using a engine or not like chess.com would so iv been putting his game moves into https://m.nextchessmove.com/ which is the first chess engine I could find but it doesn't seem very good. how do I know if he's cheating? is there patterns I should be looking out for? in our last game I screen recorded it and he disconnected during the game 18 times and when he returned 13/18 games he made the best move according to https://m.nextchessmove.com/ with the other 5 times he would make the suggest moved the turn after, this guy claims he's a level 2000 but when he played on here vs someone else he couldn't play 3min blitz or bullet.. lol is it possible to be that good and to not be able to play fast? it's all really weird and others are starting to think he's cheating but we can't prove anything. what are your thoughts on this situation?

Their is a high chance he’s cheating but he also might not. I am also at a high rapid and classical level but when it comes to speed chess I can’t really play it that well.
