It isn't usually included on lists, and for good reason, so we cannot know. But we can guess whoever is the lowest likely has the minimum rating. We also know the lowest rated GM and also lowest rated titled player

And for getting fide rating u have to play it tournament and in that u have to defeated at least 1.5 points from more than 5 rated players!

And most of them should we 1400+ 

Then surely u will get rating!

And one more thing I have seen!

People defeat 4 rated player from 7 but also they don't get it's because they played

Nah this is outdated.

Nowadays, you only need to play 5 games against FIDE rated players and have a performance rating of at least 1000, to get a FIDE rating.

So if you enter a tournament and play 5 opponents all rated 1500, and you score 1 draw and 4 losses, that will get you a FIDE rating of 1134.

Also, FIDE ratings only update on the 1st of every month, so if you play 2 tournaments in the same calendar month, then it will still display your old rating (unrated).

There's an old man at my local chess club who plays tournaments regularly, but since he's not too strong (his performance rating is usually between 700 and 999), he's always listed as unrated.

A lot of OTB tournaments are not FIDE-rated, as it cost to much (you pay a sum to FIDE) but only nationally rated.

Back in the days FIDE rating started at 2000. Nowadays everyone can get a rating. Finding FIDE rated OTB tournaments seems to be the real challenge these days...

You might be right about this. I'm actually not sure.

Either way though, it seems weird to me that people in the 700-999 range can't get a FIDE rating.

Well, they can. It just can't be lower than 1000. After a player has played 5+ FIDE rated OTB games and has at least 0.5 points out of those, he will get a FIDE rating (min 1000).

IDK about other countries but not all OTB tournaments are FIDE rated, they can be National rated only. In those your FIDE rating does not change. With fast improving kids, their FIDE rating can drag behind their National rating quite a lot.

I was actually going to ask about this: what's the situation like in America and Europe? Do you guys still run FIDE rated tournaments?

My city (Melbourne, Australia) hasn't run a single FIDE rated tournament since March 2020, due to previous covid restrictions. We're actually just having our first FIDE rated tournament next weekend, which I'm super excited about!

In the US, it really depends on local conditions. With the requirement of advance publication, higher costs to get an event FIDE rated, and the possibility of not getting enough players with established ratings then I imagine most events aren't doing it, even when they are being held.

Most areas in the US are handled by local affiliates of the US Chess Federation and they have to cover all costs of events. That includes paying for potential materials, site rentals, ratings, etc. 

 

In a lot of areas, there are very few players that play competitive chess and very few organizers have the thousands of dollars it would take to invest in getting enough equipment to hold any large events.

 

I'm a local TD and hold events regionally. I'm lucky if I get enough players in events to break even most of the time. I also don't yet qualify to be a FIDE arbiter, and even if I did, there are not enough local players with established FIDE ratings to make it worthwhile to hold such an event, nor would most players want to pay the higher entry fee that would be required to cover the rating costs (higher entries have a tendency to decrease participation).

 

Also, the US has large distances between decent sized towns and a lack of good public transit, so getting players from outside your area is harder, since a weekend of chess becomes more expensive for players and something like one round a week events only make sense for local players.
