So a few question:
1) If you participate in a FIDE rated tournament, does it count towards your national rating?
2) Is the Opposite true?
Depends on your federation.
For example, under US Chess Federation rules, a FIDE rated tourney in the US is almost always going to be rated under both rating systems.
However, if a US Chess member plays in a FIDE rated tourney that is not US Chess rated, it doesn't normally count towards the US Chess rating. A player can ask the federation to rate those events, but once the option is chosen, all such events get rated (can't pick and choose events).

Sometimes tournaments (mainly classical ones) will have both (for example) a USCF and a FIDE rating change for the players. This doesn't always happen though
So a few question:
1) If you participate in a FIDE rated tournament, does it count towards your national rating?
