I don't really see the problem. Your rating went to 1791 then 1739 then 1729. Although I cannot figure out where to find the concrete changes. (+/- x rating)

1775 to 1739 but my actual rating was 1791, hence that tournament being before the Bloomington Open.

USCF re-rates every Tuesday to account for tournaments submitted out of order. Keep in mind though, it's not sorted in order based on when the games were played, but rather by when the tournament ended.
Therefore, if you play in some club that played 1 rated game a week for 5 weeks on say, Tuesday nights, let's say round 1 is tonight, November 18th, making rounds 2, 3, 4, and 5 on November 25th, December 2nd, December 9th, and December 16th. All 5 games are treated as though they were played December 16th.
Therefore, if you play in 2 Saturday tournaments in December, one of the 6th, the other on the 20th, both sent the day of the event, and the Tuesday Night event was sent in on December 22nd, when they do the re-rate on December 23rd, they will rate your 5 games from the club based on your rating after the December 6th event, even though 3 of your 5 Tuesday games were played before that. It will then take your results from that and re-rate the December 20th event based on your new rating from the weekly Tuesday event.

I had a tournament that happened rated AFTER the next tournament I went to. Now I went to a third one. My original rating was 1775 and went down to 1739 even though if the first tourney was rated my rating would have been 1791 and would only have gone down to 1756 or so, but now that I played in a third one, my rating went from 1739 to 1729 even lower, even though 1739 is inaccurate in the first place. How does USCF fix these bugs?
