*sigh* the actual answer is pretty straight foward: hover over the person's name and it will display their profile summary: click on the "Add Friend" icon. This will send them a friend request: if they accept, you are added to each other's Friends list
If you go to their actual profile, "Add Friend" isn't an icon in the list of icons under their name like it is in their profile summary, but a big button in the bottom right corner:
