I suspect very rare; I've never seen one.
How rare are "brilliant" moves according to chess.com's analysis?

Here's a game with a "brilliant" move made by my opponent. How rare are these? This is the first one I've seen.
They are not that rare and often not that brilliant. Many people have posted threads questioning why certain moves were seemed "brilliant".
In the game you played, your opponent, a 2295 rated player, seemingly got back close to even with his "brilliant" move, only to throw the game away a move later.

The free analysis hides "great" and "brilliant" moves. Maybe its a good marketing strategy. ie. "people want to hear they're great and brilliant".
Before the game review, the game report labels brilliant moves as "The only winning move" algorithm. Now it is sacrifice that is the best even if it is not the only winning move. Must win or equalize

I get them now and then. I had one in each of three consecutive games last week. In my experience, although I'm no expert, when I've seen them they tend to be the first move in a combination. They look wrong in the first instance. I've seen them when there is a threat against you and you make a bigger one or make a sacrifice. You've been able to see past this move and the next one. I can only speak of my own experience, there is probably more to it, I'm sure.

Brilliant moves aren't so special. In my entire chess career of 18 months, I only got around 200-300 KNOWN brilliant moves (I don't analyze every game). I have around 7 games with 2 brilliant and 0 with three. When I was under around 1300 elo, when I got a brilliant move, I was elated. Now, as a 2000, I just ignore brilliant moves. I can predict when a move can be brilliant or not, so it isn't much of a reward and isn't as pleasing to see the bright blue double exclamation mark.
Most members only get between 0.2-0.3% of moves classified as brilliant.
Nakamura only has 0.3 in bullet and blitz, 0.2 in Rapid
