Work on your most basic weakest link. 1400's still play plenty of hope chess and here's what Heisman says about class C:
-Double check key lines
-Do lots of basic tactical problems. CT-ART 5.0 has a beginner program included in the package.
-Don't skip steps in the move decision process. Evaluate, assess, then calculate.
-Candidate moves need to fit the position's needs. If you are winning you usually want to simplify down (unless you throw away an important source of your winning advantage, this you determine through assessment, such as exchanging rooks from a won rook ending to a drawn pawn ending)
