It's easiest and most accesible to receive a USCF rating (FIDE is more restrictive and costly), and that simply requires you to play USCF-rated games. You'll first need to become a member. My bad, I didn't catch that before replying. FIDE might be the only option unless you're in England which has the ECF.

You need to pay a membership for uscf. Fide is free- just play in the fide rated tournaments. I do not know about ecf.
