I'm pretty sure guests can only pay Unrated games, so even if someone is using an engine, it's not a violation of the Fair Play policy, which I'm pretty sure only apply to rated games.
I don't see anyone stopping anyone else from cheating as a guest.

What if you cheat as a guest? No one bans you, you can turn off trackers and cookies to not be tracked, add a VPN to that for unlimited cheating potential.
Is there a system for guest cheaters?
