There is nothing unethical about offering a draw in a better position whenyou need only a draw. The problem is, you will learn less by abruptly ending the game.
If you just need a draw to win your tournament group...

If you are in some sort of tournament and in your last game you should win but only need a draw to progress... would you offer one?
