"... This book is the first volume in a series of manuals designed for players who are building the foundations of their chess knowledge. The reader will receive the necessary basic knowledge in six areas of the game - tactcs, positional play, strategy, the calculation of variations, the opening and the endgame. ... To make the book entertaining and varied, I have mixed up these different areas, ..." - GM Artur Yusupov

When I Analyse my games I see that in almost every single game I miss some 2-3 move tatics that would have given me a winning game. And so does my opponent. So the tatic advice makes sense

He is referring to Build Up Your Chess, a 3-book series by Artur Yusupov.

I know these were 3 minutes games, but they're still very basic tactics.

I think Pachman's Modern Chess Strategy is a great. Never heard of the Panchenko book (mastering chess middlegames).

Silman's endgame book is good.

He is referring to Build Up Your Chess, a 3-book series by Artur Yusupov.

The Yusupov series is actually 9 books, or 10 if you include a workbook that was added. The series has 3 levels; the books are in the following order: Build Up Your Chess 1, Boost Your Chess 1, Chess Evolution 1, Build Up Your Chess 2, Boost Your Chess 2, etc., through Chess Evolution 3.

The series requires hard work, but it's worth the effort. As a 1500 USCF player, you should be able to handle it, although some reviews assert that the first level of the series is suitable for players at 1600 ELO and up.

Regarding the other books mentioned, I agree with @Preggo_Basashi that Pachman is great and that Silman's endgame book is good. I too am unfamiliar with Panchenko's book. Whether Reassess Your Chess would be useful is more a matter of taste than anything else. Some people find Silman's middle game stuff good and others don't.

I thought it might be of some interest to get an idea about the GM Yusupov attitude towards building foundations. I did not mean to indicate that you should now undertake to work through the books. To anyone thinking of doing it, I would strongly suggest an examination of various online material to get an idea of what the books are like.

Might want to look at a sample of the contents in order to get a feel for whether or not the book is something that you want to try to work on at this time.
