A person my cousin played against was able to get my IP address from chess.com and knew what state I was in. threatened to hack my accounts. How do I get Chess.com to help me. This has to be insanely illegal.

Your browser interacts with the chess.com servers and their browser interacts with the chess.com servers - your browsers do not interact with each other, so there is no way they can get your IP address that way. They would have to get you to interact with some other website to get your IP address. Don't click on any links that people send you in chat and you'll be fine.
If you're really concerned about someone using your IP address, get a VPN product.
