You've played ~20 games recently, so your "real" Elo is about 1400.
One reason you might have scored differently in 30 minute chess vs 10 minute chess is that it's not the exact same group of players. Remember that rating isn't an absolute measure, it only compares you relative to other players in that group. So chess.com blitz is different from blitz on other sites is different from FIDE blitz etc... so even though 10 and 30 are both "rapid" on chess.com, 30 minute players and 10 minute players might be different enough to be distinct groups.

As for "perfect" 1200 players, sure, some people cheat... but it's too rare to trap people in a certain rating. Stories like this are always exaggerated... if you want to message me your other account I bet I could find multiple reasons why the ratings are different (maybe it's an account from 5 years ago, maybe you've only played a few games, and like I said earlier maybe you're playing a different time control)... but now that you're playing on this account it doesn't matter. You're 1400 so you can be happy with that.
I created this new account and beating 1400 elo to 1500 elo rated player i found 1200 elo difficult than 1400 rating cuz i always getting sus. matchup like they move every 15 sec. exactly like theres no tomorrow all perfect moves in 1200 rated i am stuck for a yr in 1200 elo i find myself more likely stupid cant beat 1200 but after i created this acc. i dont find any cheaters at all. or sus gameplay. thats why i only play 10 min. chess cuz 30 min. chess is sus. i think 1200 elo has many hackers. Why would they do this i am rated 1200 in my main acc but my rating here is 1400 beating 1500+ players sometimes beating 1400 rated players that is actually has 1000 wins or 2000 wins or so. i am confused as hell if i am bad or just cheated can somebody explain my real elo rating.
