1400 is incredible for a 13 year old, took me years to reach. It's not where most modern world champions are at age 13 tbh, but you could (with an incredible amount of effort) become titled.

"Is it too late to become a world chess champion?" ++ Yes, in all probability it is.

What's most important is your passion for the game, your willingness to put in the effort to improve and your ability to stay motivated and focused on your goals.

Most or many of us have asked that question at a similar age to yourself.
There are many ways of looking at this.
Firstly, one needs to realise that as Bobby Fischer said, "You've got to love the game." Do you want to be World Champion so every one can say of you, "What a great man he is". There is the love of the game and then there is the love of the idea of being appreciated. This last thing is called "egotism". We all have ego of course.
A general rule in life is to concentrate on those things in life you love. Meditation will reveal those things to you as you get older.
Secondly, in achieving excellence at chess or anything else, we need to realise we are more than just our individual selves. A world class chess player will have these going for him:
1/ He will have some natural talent and work hard, but the hard work won't seem like hard work because of love of the game.
2/ He will have general good health, maybe better than average physical fitness, and will, as he gets older refrain from habits that damage him.
3/ He will learn and be coached from an early age.
4/ He will play against strong opposition on a regular basis
5/ His parents or community will have sponsored him to play in such events that require travel and stays at hotels.
Most variables as to you reaching the ultimate peak in chess are not in your own hands. Anand and Carlsen were great chess players because they also had the infrastructure around them. Consider the following:
a) Compared to engines, humans are weak players.
b) Real excellence is about improving on how we played yesterday, last week, and last year.
c) We may all love chess, but maybe in the field of human endeavour, as chess players, we overrate its significance.

I am at a similar age to you. My advice is to have fun with chess and maybe when you are older you might become famous, but in the mean time, Don’t stress yourself about it. Remember, it is a game.

So true in so many aspect of life. We cannot control other natural talent, or time, or economic resources, social support... we can really compete against ourselves trying to having fun, respect the others and enjoy the journey.

Unless you are a genius its very hard to become GM let alone world champion. CM and NM are achievable even if you didn't start playing seriously before 10 years of age

well it depends on, I actually younger than you and higher rated, but it depends on how hard you practice
