Generally the pawn, though 1 Nf3 is a good move too. The pawns secure squares for the knights and take away squares from the opponent and open diagonals for the bishops and queen.
Examples: 1 e4 Nf6 2 e5 chases the knight. 1 Nf3 d5 stops e4 for white.

Either one is a good move.

1. Nf3 might be harder to play properly.

Tygxc while that may be true, you could always play 1. Nf3 and save the best stuff for second.

But in all fairness, a typical pawn move such as 1. e4 and 1. d4 are probably preferable to a starting knight move.
