I wanted to test Rybka and Maximum bot but i heard there's a fair play rule of no chess engines so is testing against a bot illegal?

I don't want to get my account locked for fair play violations.

You heard right about Fair Play terms. Loading up chess engines will get your account banned. However, can join this group where you can play unrated games using engine assistances. https://www.chess.com/club/advanced-chess

If you're just testing against the bots, you should be fine. You can't use engines against other players.
